NEW YORK — The first phase of New York City’s largest affordable housing complex since the 1970s is slated to open in 2014 and will feature rooftop decks and gardens, as well as 5 acres of waterfront parks and views of Manhattan’s skyline, Mayor Michael Bloomberg announced Wednesday.
Phipps Houses, Related Companies and Monadnock Construction have all won spots on the development team announced Wednesday for the first part of the 5,000-apartment-unit Hunter’s Point South project in Long Island City, Queens. At least 3,000 of the rental units are to be permanently maintained as affordable housing, meaning residents will meet income requirements and pay no more than 30 percent of their income in rent.
Three-quarters of the 908 apartments included in the first phase will be targeted at families that make between $32,000 and $130,000 per year for a family of four. Residents will be selected by lottery and must already reside in New York City.
The complex is to include a new school for 1,100 junior high and high school students, as well as new retail space and parking. A ferry service slated to start this spring will carry residents to Manhattan and Brooklyn.
The mayor’s office says the project will draw $2 billion in private investment and create more than 4,600 jobs. Housing officials say they’re on track to reach the mayor’s stated goal of 165,000 new and preserved affordable housing units by 2014.
